The LT27 confirms the IRS adjusted your account and the result is a zero balance. You don't owe anything and the IRS doesn't owe you anything. The adjustment may have been from a payment that satisfied the balance, a penalty abatement that zeroed out the remaining amount, or a correction that eliminated the liability.
Verify and File
Check your IRS Online Account to confirm the zero balance. If a federal tax lien was filed, verify that it will be released now that the balance is zero (liens are released within 30 days of the balance reaching zero). Keep the LT27 as documentation of the resolved account.
If you expected a refund instead of a zero balance, review the adjustment to understand where the overpayment went. It may have been applied to another period's balance.
