What This Letter Means

Letter 2940C is titled VRU Request for Personal Identification Number (PIN). It confirms an action taken on your account through the IRS automated telephone system. The IRS mails it to your address of record, generally within 10 days of the call.

The PIN lets you use certain automated phone services, such as getting a payoff amount or checking posted payments, without talking to an employee. To set one up, you must have a current balance due, and you use the Caller ID number printed on your most recent balance due notice, along with your Social Security number and date of birth.

The letter confirms one of these actions:

  • Establishing a PIN for your account.
  • Erasing a PIN, for example because you forgot it. You then set up a new one with the Caller ID number from your current notice.
  • Blocking your account from use with the automated phone system.

What to Do

  • If you made the request, keep the letter with your tax records. Nothing else is required.
  • If you didn't make the request, call the IRS at the number on the letter. Someone may have used your information to get into your account by phone.
  • Never share your PIN. IRS employees are told not to ask for it.

Remember the Balance

This letter is only a confirmation. It doesn't change what you owe. A PIN exists because there is a balance due on your account. The underlying debt still needs to be paid or resolved. If you can't pay in full, ask about a payment plan before the account moves further into collection.
