Letter 4617C goes to filers of certain tax-exempt bond forms. It tells you what's missing or incomplete on one of these forms:
- Form 8038-TC, Information Return for Tax Credit Bonds and Specified Tax Credit Bonds
- Form 8038-B, Information Return for Build America Bonds and Recovery Zone Economic Development Bonds
- Form 8703, Annual Certification of a Residential Rental Project
Until the gap is fixed, processing of your form may be delayed.
What to Do
Read the letter closely. It spells out what the IRS needs. Send the requested information within 30 days from the date of the letter. The clock runs from the letter date, not the day it reached your desk.
If the IRS doesn't receive a response, it may not be able to process your form correctly. Don't let that happen by default.
How to Respond
- Answer every item the letter lists.
- Include a copy of the letter with your response so it gets matched to the right file.
- Keep a complete copy of everything you send.
- If you mail it, use certified mail and keep the receipt.
- If bond counsel, an accountant, or another representative will handle it, authorize them with Form 2848 so they can contact the IRS for you.
Questions
If you aren't sure what's being asked, call the IRS number at the top of your letter. Ask specifically which line or entry is missing or incomplete, and note the name of the person you spoke with and the date of the call.
