Letter 6550 says IRS records show you may qualify for one or more credits the American Rescue Plan Act expanded for 2021. You could get the full amount even with little or no income. But you had to file a 2021 tax return to claim them.

The Credits

  • Recovery Rebate Credit. For stimulus payment amounts you didn't receive in 2021. U.S. citizens or resident aliens with a valid Social Security number may qualify. Worth up to $1,400 per eligible adult plus $1,400 per qualifying adult or child dependent.
  • Child Tax Credit. Up to $3,600 for each qualifying child age 5 and under, and up to $3,000 for each qualifying child ages 6 through 17. You may have received up to half through monthly payments in 2021. You had to file to get the rest. Letter 6419 shows what you received.
  • Earned Income Tax Credit. For low and moderate-income workers and families, based on wages and self-employment income. Worth up to $1,502 with no children, $3,618 with one child, $5,980 with two, and $6,728 with three or more.

What to Do

If you already filed a 2021 return claiming these credits, or you were someone else's dependent for 2021, disregard the letter.

If not, the letter's instruction was to file a 2021 return as soon as possible. Electronic filing options for 2021 were available only for a limited time. A paper return can still be filed.

Watch the time limit. Refunds have to be claimed within a set period. For most people, the standard three-year window to claim a 2021 refund closed in April 2025. If you never filed for 2021, get advice before you assume the money is still available.

Common Questions

Will claiming these credits affect federal benefits? No. Claiming them has no effect on eligibility for SSI, SNAP, TANF, or WIC.

Will it affect immigration status? No. It won't affect your immigration status, your ability to get a green card, or immigration benefits.
